The Concept?>

The EC-Indonesia FLEGT Support Project (Forest Law Enforcement, Governance and Trade must be seen in the overall context of the EU FLEGT Action Plan. The Action Plan foresees development assistance as one of the primary means of influencing the trade in illegal timber and wood products.

 

The EC-Indonesia FLEGT Support Project aims to support the objectives of the Action Plan by providing a broad based set of activities to assist Government of Indonesia (Gol) in tackling illegal logging. The Project focuses on addressing the underlying issues that are responsible for illegal logging.

 

Development and application of Sustainable Forest Management (SFM) principles through good governance, harmonization of relevant laws and maintaining dialogue within the forestry and associated sectors in Indonesia forms the key components of the project.

 

The focus for intervention is to assist Gol, civil society and the timber industry to achieve sustainable forest management through a programme of capacity building, awareness raising, governance reform and timber legality certification. The project will operate at central, provincial, district and community levels.

 

The objectives

 

The overall objective of the EC-Indonesia FLEGT Support Project is to promote the role of forests in the sustainable and equitable development of Indonesia.

The purpose of the Project is to support and encourage the Government of Indonesia, the private sector and civil society to create the appropriate enabling conditions that are conducive to reducing trade in illegal timber and non-sustainable practices in the Forestry Sector.

The target groups

 

1. Government of Indonesia agencies directly involved in project implementation through capacity building and training;

2. Civil society through increased transparency resulting from the dissemination of information;

3. Specific communities in some districts and villages surrounding some National Parks in Jambi and West Kalimantan Provinces through good governance and sustainable forest management programmes;

4. Timber industry which will benefit from access to markets in the EU and elsewhere that are increasingly demanding timber from verifiable and sustainable sources;

5. Consumers in the EU who in the long-term, will benefit from a supply of wood products from verifiable and sustainable sources.

 

Project Components

 

Component 1: Improved forest law and its enforcement.

·    Contribute to revision of forestry laws and prosecution regulations that are conflicting or redundant;

·    Define processes, roles and responsibilities of the relevant institutions for prosecuting cases;

·    Support MoF and other agencies at national, provincial and district level respond to cases of illegal logging by providing funds and facilities to investigate and publicise occurrences;

·    Further develop and widen the application of the case tracking database developed by the EC-ILRC project.

 

Component 2: Forest sector governance improved through enhanced accountability and transparency.

·    Improve awareness and understanding of good governance and responsibilities through multi-stakeholder processes at national, provincial and district level;

·    Enhance knowledge and assist people on the consequences of illegal logging activities in their areas, including setting up of local information centers;

·    Provide networking and information through different media and methods.

 

Component 3: Illegal trade in forest products reduced, and legal trade promoted.                

·    Assist, facilitate and support dialogue at national and provincial level leading to revitalization of wood industries;

·    Establish provincial data base of wood industries;

·    Assist MoF in designing and establishing acceptable monitoring system for supply/demand of wood industries;

·    Support facilities engaged with timber tracking and verification through legality certification scheme;

·    Identify structures and mechanisms required to implement and monitor flow of export timber;

·    Review the timber administration system including incorporation of means of accountability and verification.

 

Component 4: Current silvicultural systems are assessed from existing information and appropriate systems adopted by stakeholders.

·    Review relevant regulations regarding silvicultural systems;

·    Develop improved management and silviculture systems for use in abandoned logging concessions;

·    Support development of Forest Management Units (KPH) for ex-concessions;

·    Promote adoption of appropriate systems by all parties.

 

Component 5: Co-ordination of FLEGT activities and liaison among donors, other international organizations (e.g. ASEAN) and Gol in place.

·    Work together with MoF and BAPPENAS for coordinating future forestry projects to avoid duplication and reduced effectiveness;

·    Assist in negotiations leading to EU-Indonesia Voluntary Partnership Agreement;

·    Liaise closely with Regional Institutions and any other related bodies to facilitate dialogue, harmonized reporting and coordinated activities;

·    Facilitate multi-stakeholder processes for development of a strategy to apply the approaches developed to other provinces in Indonesia;

·    Undertake specific studies as requested by the Implementing Agency and the National Steering Committee.

 

Work Plan

In achieving its objectives the EC-Indonesia FLEGT SP has an Overall Work Plan (OWP) and Annual Work Plans (AWP). The first Annual Work Plan covered the period from 1 October 2006 to 15 November 2007. The second Annual Work Plan covers the period from 1 October 2006 to 15 November 2007. After that there will be two more AWPs before the project terminates on 28 February 2011.

Project Bodies:

National Project Steering Committee chaired by Executing Authority

Provincial Project Steering Committee chaired by Governor.

 

Ministry of Forestry has established a Project Task Force (PTF) to implement the technical, administrative, financial and human resources aspects related to project coordination, implementation and management. PTF is headed by the Director for Investigations and Forest Protection of PHKA.

 

At provincial level Provincial Project Implementation Units (PPIU) has been established and the Governors appointed government officers to head each PPIU. The specific tasks and responsibilities of these bodies are specified in the Financial Agreement.

 

In the implementation of the project the PTF and PPIU are supported by International and Local Technical Assistance Teams, (ITAT and LTA) as follows:

·    ITAT consist of 8 experts providing input of maximum 262 person-months.

·    LTA consist of 27 experts for a maximum period of 1,308 person-months.

In addition necessary local supporting staff will be employed at project sites.
